Clarity with respect to the roles and responsibilities of sector agencies in policy, legislation, and practice is essential to effective sector management and oversight. Effective management and oversight of the EI sectors depends critically on how the sector is organized. EI sector management challenges are considerable and often highly complex. Addressing these challenges effectively demands a high level of capacity in the several institutions involved in sector management.
