9.4 Expenditure Quality Control and Oversight

Good practice recommendations under this heading apply equally to all expenditures, although their relevance to the EI sectors is increased by the very large scale of expenditures supported by resource revenues. Good practice here entails careful screening of planned expenditures for economic robustness, macroeconomic consequences and fit with overall expenditure plans and development strategies.  Once expenditures have been made, credible procedures to monitor progress and audit implementation are essential to both accountability and positive developmental outcomes.  Requirements for competitive, transparent tendering at reasonable levels of expenditure can contribute significantly to efficiency. The likelihood of successful application of these policies at the EI sector level would be greatly improved if part of an overall economy-wide government program of public expenditure management reform and enhancement. Guidelines for what such a program might look like are set out in the World Bank’s Public Expenditure and Financial Accountability (PEFA) initiative.
