Otto, J., Global Trends in Mine Reclamation and Closure Regulation in Richards, Mining, Society and a Sustainable World, J. P., eds., (London: Springer, 2009)

This book chapter examines global trends in mine reclamation and closure regulations. The author considers the role of stakeholders such as mining companies, employees, communities and governments in this regard. Several issues ranging from reclamation and closure policy issues, timing of reclamation and closure activities, regulatory systems, mining development, phases of mining from exploration to post-mine closure and financial issues are examined by the author.

The author notes that standards have changed from the era when mines are simply closed without more to this age when companies plan for mine closure before the commencement of mining. The methods of determining the amount required for mine closure and the forms of financial assurance used [e.g. surety/performance bonds, certificate of deposit, letter of credit, trust funds etc] are also examined by the author. The author concludes by highlighting best practice recommendations in planning for mine closures.
