How does the initiative try to reach its objective?

The AMV action plan has been developed to guide its implementation. The AU Summit of Heads of State and Government held in July 2012 has endorsed the establishment of the African Mineral Development Centre (AMDC)to provide strategic technical support capacity to AU/NEPAD, Regional Economic Communities (RECs) and Member States for the implementation of the Action Plan and hence, the AMV. Once established, the AMDC will specifically undertake the following activities:
1. Coordinate the implementation of the AMV and the Action Plan�s activities;
2. Identify gaps and areas of need in the member States and network expertise from a broad range of sources to address such need;
3. Undertake, as well as coordinate, policy research to develop policy strategies and options for realising the Vision;
4. Develop and implement a continuous advocacy and information dissemination campaign including maintaining websites and discussion fora to engage various stakeholders;
5. Undertake monitoring and evaluation activities and generally provide corrective action to maintain relevance of interventions to the AMV; and
6. Generally provide a think-tank capacity for the AMV.
The Action Plan, approved by the AU Ministers in December 2011, has been condensed into work streams of the AMDC. These are as follows:

Policy and Licensing
This work stream seeks to mainstream the AMV and its tenets into mineral policies and regulatory frameworks of AU member States. It seeks to achieve this through creating AMV compliant policies; optimizing tax regimes;
improving management of mineral revenue

Geological and mining information systems
This work-stream aims to develop a comprehensive knowledge of Africa�s mineral endowment and includes actions to enhance the capacities and roles of national geological institutions; Increase regional mapping and exploration activities to upgrade mineral inventories and geo-scientific information bases and more generally improve geological information management systems on the continent. Governance and participation
The work-stream aims to create an inclusive, sustainable and well governed mining sector in which all stakeholders have voice. It seeks to strengthen transparency and access to information at all levels; improve public participation in the formulation of national policies, laws and regulations and develop programmes to strengthen the capacity of local governments, communities, CSOs and oversight bodies (including parliaments), to make informed decisions on mining projects.

Artisanal and small-scale mining (ASM)
This work-stream aims to harness the potential of artisanal and small scale mining by integrating it into viable and sustainable economic and social development activities. Key actions include developing policies, laws and regulations, and standards and codes to promote a viable and sustainable ASM sector, and where possible, embed ASM into broad stream rural development strategies. It also seeks to develop programmes to upgrade the knowledge, skills and technologies used in the ASM sector, and generally develop institutional capacities that support a viable ASM sector.

Linkages, investment and diversification
This work stream addresses issues related to research and development, linkages and diversification and mobilising mining, as well as infrastructure investment. The work stream targets creating a diversified and globally competitive mining sector; that is knowledge driven and is a key component of an industrialising African economy. Core to this is the need to develop bench-marked programmes and incentives for private sector driven investment; develop policies and strategies, as well as projects, that enhance mineral value added along the value chain, and develop institutional capacities that enhance linkages of the minerals sector to other economic sectors. The work stream also seeks to develop spatial development corridors, based on mineral resources, in which targeted infrastructure development unlocks other economic opportunities which may otherwise remain stranded.

Building human and institutional capacities
This is a cross cutting, and not a stand alone, work stream. It aims at building human and institutional capacities across the other work streams, be it in support of policy direction, governance, small-scale mining, etc. In terms of knowledge and skills building, the obvious actions relate to strengthening education and training delivery, aligning such delivery to the AMV, diversifying education, academic and professional training funding sources to include the private sector, and building the capacity of stakeholders to effectively participate in the minerals value chain.
Communication and advocacy
This is another cross cutting work stream which seeks to communicate messages on the activities and achievements of the AMDC, and generally sustain an awareness campaign of the centre. This will create broad understanding of the activities of the AMDC among stakeholders, and thus engender acceptance, partnerships as well as ownership of the activities.
